About Us
At Heartland Community Action Program, we are proud to offer the Low-Income Weatherization Program, a federally funded initiative designed to help families in Madison, Grant, Howard, and Tipton counties reduce their energy costs and improve home comfort.
Mandated by Congress and supported by the Indiana Housing and Community Development Authority, this program provides free energy-saving upgrades to income-eligible households. Services may include home energy audits, insulation, air sealing, gas appliance servicing, and in some cases, replacement of heating systems and water heaters.
Weatherization improves energy efficiency, comfort, and safety by ensuring heating systems work properly, improving the building envelope through air sealing, insulation, and ventilation upgrades. These upgrades reduce energy consumption, protect your heating and cooling systems, and improve indoor air quality. National evaluations conducted by the Oak Ridge National Laboratory (ORNL) state that Weatherization services can achieve 20-30% savings.
Eligibility
The Weatherization Program is available to both homeowners and renters in Madison, Grant, Howard, and Tipton counties. To qualify, your household income must not exceed 200% of the Federal Poverty Guidelines.

If you are already approved for Energy Assistance (EAP), which serves households at or below 150% of the Federal Poverty Guidelines, you are automatically placed on the Weatherization waiting list. Services are then offered based on a federal and state priority system.
Every participating home receives a professional energy assessment to identify the most effective upgrades.
